So by definition, is 16 too soon to have enough "counseling" to get this procedure?
If this was someone age 36 when he/she had his dik cut off and by age 40 had said "whoops, made a mistake, now I want my money back" would that be a case for the justice system?
Can't say I agree with the idea that you can solve all your problems by getting your dik cut off, but I can't say that you get to change your mind and expect others to pay.
