The Voting Rights Act demands minority representation, yet the Court has previously largely given up on regular political gerrymandering, partly because they had no ideas what rules to put in place. So the VRA demands minority representation, but racial gerrymandering may be illegal. It's not so easy when a racial group is so tightly tied to one party.
