At least up until the last election (and maybe all the Trump elections, I dunno) the Dems could count on say, 85-90% minority support. So for any ten-year period, they could split up this bloc into one or more congressional seats, and kinda hold on to a candidate who was already in office. And also, split up that bloc to cover what might have been part of a neighboring GOP district.
Obviously, you'll get some AOC-style renegades, but you'll still have a solidly Blue officeholder.
(Don't forget, I live in Illinois. Look up the Congressional map of this state if ya wanna see some fancy gerrymandering; and get a good laugh at the same time. LOL.)
