David Nishimura's page makes no such claim, and, in fact, the word "section" never appears at all.
It is the claim that you make with regards to Parker repair manuals describing and depicting the use of open flame to loosen sections that is a myth, and Nishimura's page that you cite says nothing to the contrary.
