Personally, I think drugs are a symptom and not the cause. Like the "boat people" are a symptom of vast inequality, drugs are a symptom of a lack of hope, ambition, and/or are seen as an easy way to make some serious cash.
People need a cause, a vision, and a reason for life. The author of Proverbs 29:18 was correct:
Where there is no vision, the people perish
Live justly, love mercy, perpetuate generosity, walk humbly.
