I'd rather see parents given better tools to manage it themselves. Every phone, tablet, broadband router and mobile network could have proper parental controls built in and easy to use. If parents want to block social media until their kids are 16, they switch it on. If they don't, that's their choice. They're plenty of parents to under 16's who do monitor and police what the kids see. It's a very fine line from being a responsible government to being big brother and I think this crosses the line.
