You say “as money stays disproportionately in the top tiers”, I know what you mean, but this is nothing to do with the distribution of money. Just trying to promote financial responsibility and limiting losses. And it still gives scope for owners to inject money far over and above what a club earns from player trading, gate receipts, commercial deals etc. It’ll make the transition between leagues harder for clubs that aren’t bankrolled by wealthy owners, but it would be hard anyway as unless those clubs without wealthy owners were getting up to their eyeballs in debt, there would still be a significant transition.
