Accumulated profits are allowed to be used, according to the rules for last season (page 236 if you follow the link below).

The full rules for next season haven't been been published yet, but they haven't said that has changed so I assume it remains. I agree it would be nonsensical if they weren't allowed.

As a result, the rules will provide no meaningful restrictions to us in the next season. So I would hope the club don't use it as an excuse. Maintaining financial sustainability though is fair enough, and we have at least 2 seasons of building a stadium whilst suffering significant underlying losses due to no parachute payments and not yet having the additional revenue PC will bring. So although the rules won't restrict us per se, the outcome may look much the same.
