If your Elsie es equipped with the "Three Position Safety", you should be able to de-cock the hammers as follows. Put your Safety in the rear position, then cock the gun by fully opening the action. Now pull both triggers and hold them back. While holding both triggers all the way back, slowly and carefully close the action. Once the action is fully closed, then release both triggers. You should find that the action closes with both hammers de-cocked. When de-cocking in this manner, you really don't need to have Snap Caps in the chambers for storing the gun. I don't know if this works on Elsies with the "Two Position Safety". If you search for info about the "Three Position Safety", you should find reference to this technique. You can still use your Snap Caps when performing function tests, if you choose to.
