James, Get a second opinion. Depending on how bad the bulge is, a good barrel man may be able to hammer the bulge out and ream the choke out until it is once again concentric. You would have substantially less choke but most of these have too much anyhow. A bulge at the muzzle doesn't sound like a safety issue to me. Replacement barrels are where you find them. Watch for them wherever used parts are sold.
