Mr Ritch, I would think that you will have a hard time finding 3 1/4 inch shells in 12 gage. I do not believe they were ever made. You will have chamber problems in any 12 gage gun with 3 1/4 inch shells. Would you be thinking of 3 1/4 dram equivalent of powder and not the case size? The commonly used shells for clay targets are 2 3/4 inch in 12 gage, with a maximun shot load of 1 1/8 oz. There are English shells that have 2 1/2 inch cases which are also used. At any rate, do not use any shells exceeding 2 3/4 for your 12 gage gun. The velocity of 1220 psi with the pressure of 8500 psi is reasonable for clay targets. For the gun?, I defer to others.
