Every club rule at every stage has been democratically voted in by its members. I'm no Premier League fan or sympathiser by any means, but they haven't exactly put a gun to any club and said "this is how it is, like it or lump it" - the clubs have had several opportunities to fuck it all off and have opted to stay cocooned within the safeguards that ffp/psr gives them.
