From what I've seen it's just a random figure so City can justify the value of their squad rather than a £100m player they have let go on loan for no fee and we aren't even paying their full salary.
If the situation arises next summer we would be renegotiating, most likely another 12 month loan deal. Assuming he has done well enough.
