Edit: all are wearing their coronets so I think this shot might be Gloucester watching Kent pay homage.

Thank you Benita for the great pic of the Duke of Kent's chair in 1937.
He and his brother the Duke of Gloucester had prominent positions seated in front of all the peers.
Both Dukes paid homage to their brother the King, so both seats were vacant at times and in full view of the audience, including film and TV audiences, hence the grandeur.
Queen Mary was seated up in the first gallery where her chair was never going to be seen by the audience.
The Duke of Gloucester is seen in the front of this pic. The Duke of Kent was alongside.
