From a licensed Ham Operator that has been involved in going against HOAs and villages/suburbs preventing antennas and external fixtures being installed outside of homes. You have more luck defeating a village than you do an HOA, that can and will vote you out of your domicile.

You have a freestanding home with an HOA, you can almost certainly install an antenna on your domicile, unless it is an eyesore or they prohibit certain types of antennas (possible that an OTA antenna might be banned while a SAT dish is not). Ultimately it is YOUR area so you have more freedom. If you have a joining townhome, condo or other "shared" structure, goodnight, goodbye, farewell, not happening. I have a client that is in a suburban townhome. Wanted DISH. HOA = NOPE. I devised a way to cement the Sat pole in a bucket, aimed it to the sky out of his garage. Marked the ground. Pull in and out. Done. HOA fined him for several things. Including setting a prohibited antenna. Defacing property (the ground markings using permanent marker), eyesore, etc. He got a lawyer and won, as it was not permanently mounted on the building itself.
Finally the FCC is toothless. Short of some HAM and pirate busts, if you are not messing with cell companies (aka money and profit) they will not advocate or support you.
