Between 2007 and 2013 103.5 had an extreme Rhythmic lean, had no imaging (I have an aircheck from 2009 where they played the same liner over and over again between songs) and an entire lineup of DJs trying to sound street (Like they did on B96). They eventually brought in Tommy Austin in 2013 who immediately fixed it up. Shifted the music more toward mainstream, gave the station some actual imaging, brought in new airstaff. It helped.
Looking at the old rating from Fall 2013. 103.5 had a 4.3 6+, #5 overall.
B96 simply adjusted their music and followed suit. Musically, but aside from some better imaging and jingles, they never did much with their airstaff. They tried a bunch of morning shows, never took off.
B96 had a 3.7 6+
Top-40 music was better back then. And Spotify was still somewhat in it's infancy. Nowdays if you look at the numbers, it's the same exact difference except there are fewer listeners for both stations.
