1) Rear adjusters are awful. They don't reliably hold the shoes close to the drum like they should. Test: Pull parking brake ON. Then check pedal. If it comes up a bunch, problem is in the rear.
2) Front caliper slide freezes. When this happens, the backing plate and the rotor must flex to allow the far side pad to contact rotor. This gives a low springy pedal. Watch caliper while someone else applies brakes.
