that's the problem, the Fukushima reactor in the worse shape doesn't have containment building but rather a containment vessel around the reactor. That's what's being vented. Who knows what condition that 40 year old thing is in or what it would do by tomorrow evening if serious cooling not brought to bear. It isn't going to provide the containment of the more usual multi-foot thick reinforced concrete building with the ceramics at the bottom to spread out molten fuel.
So worse case starts with a Chernobyl II, and once that happens how how is anyone going to hang around with exposures in the thousands of rads to continue cooling measure for other units? Following would be Chernobyl III and IV....that other plant with two units isn't that far away either.
