Difficult decision, but privatizing public infrastructure....usually works well for the private......but not as well for the public.

It doesn't work as well for the public, because the asset is sold once and cannot be monetized further. Moreover, the 'private' then gets to charge more than the 'public' would.

Maybe it would take forever to raise $86 Million in rates and this sale perhaps brought them more short term cash. But that short term cash may stop a widening liability gap that wouldn't be possible. It's just, they will never be able to collect on wastewater, that served more communities than GC (at least that used to be the case).

But to the City leadership's credit, you're looking at a highly uncertain future for your largest taxpayer (Steel Mill), and a liability gap that's not going away.

They (The City of GC) are doing SOMETHING about it and at least taking action to keep their finances stable.

So all in all, it's kind of a 'bite the bullet' scenario, and a fiscally responsible move.

The question to me is will the proceeds be paid towards the pension liabilities or will some be diverted to feel good vote buying programs similar to funds in the past that were not applied to the pensions like they should have been?

I would say that in the past this was a very high possibility of happening. I HOPE that under Parkinson that this will not continue. What worries me is this administration seems to want to blame Kurt Prenzler for Granite City's mess. Granite brought on it's own demise with the last 2-3 mayors. This administration doesn't seem to want to mention these guys by name or that of Pritzker. I am guessing they don't want to get on the state Dems bad side. I wish Parkinson would just switch parties.

Oh no you didn't, you actually said all of that out loud! Granite City and the entire Dem club love to place blame, especially if they can lay it at the feet of Prenzler. Oh, how they love to hate him. I'm shocked they aren't blaming him for the mill going idle and being sold to Japan. The STEEL mill that is, not the other mill the administration allows Emily Gavilsky to run her business out of without charging her the same rental fees like they do everyone else.

No, you won't hear any of these people mention Pritzker for damn sure, they don't want to have to admit what a failure he is, just like the president they all voted for. Granite City can only blame itself for the state it's in through failed policies and ordinances against everything down to only being able to fart on Wednesdays if you stand on one foot and sing the wheels on the bus go round and round at the same time!

If Parkinson wants to be in this for the long haul he had better change parties and get off this hate for Prenzler bandwagon and tone down his full support and unwavering loyalty for a brother ex cop that has been called out over his past, or he could always do what they do at the county, just claim they are republican and laughing at the idiots who can't recognize a rino when they see one.

See how the truth quickly triggers these die hards, poor ole Dee is already about to stroke out. HAHAHA!

Not only is Gavilsky not charged rent for her personal business inside the Mill, she only has to pay a pittance of what she makes in bar sales to the city for the use of the place. AND she is either a city employee or outside contractor paid to run the place. So she gets a paycheck and a peach of a deal. I wonder how she benefits when someone else rents out the bar? I read she's in charge of negotiating a price for renting out the bar, I read that from a very reliable source. I wonder what her cut is in that situation? Rumor has it that Mr. Parkinson really does not like to talk about this arrangement. Does anyone have the kahoonies to FOIA her contract? Not me, don't need no target.

The Mill is owned by the taxpayers of Granite City, why would city hall assist in making one single resident such a deal, for HER OWN PERSONAL PROFIT? She was hired as the general manager for which I'm sure she's being paid, so allowing her to run her personal business is a perk? She is only required to pay them a very small percentage? What other taxpayers should be allowed the same consideration? Hey I want to open my business inside the Mill and not be charged for rent, water, electricity and I'll pay you ten percent of my profit. HA HA HA HA

What other sweetheart deals are lurking inside city hall? Smoke and mirrors have become an art in this town.

Someone said Elliott Davis was coming. I saw him talk about the treatment plant but no mention of the mill.

If the so called gal who got the special deal is smart, she signed a short lease because it doesn’t look like much hoes on there.not enough to make it worth her time when she just opened a great coffee house.

I don't remember any advertisement saying space within this taxpayer owned venue was available for long term lease. Actually you'll be hard pressed to find any adcertisement about leasing any of it. No prices listed and according to some budget that wa posted in here the city paid an astronomical amount for the mill website. Its not even a website but a contact form, doesn't even use real picture. Maybe I can find that report in here again. No one is going to paint a target on their back by asking question or submitting a FOIA rquest for the information. Ain't no way.

I won't put my family in jeopardy, no. How sad is it that we are forced to sit and witness possible corruption and just have to swallow it? Its just par for course in this town. It doesn't matter, its all a damn web of who knows who, who they want in and piss on the rest of us. What a gig, under the impression you are a public sevent and the truth is, you're there to self serve. Same old, same old Granite City manure and Madison County bullshit.

And for the record, a couple of Festuses are already in there and they know better than to speak out, at least publicly. They know exactly what's going on and believe me things are not how they appear.

It is my understanding the sale has been delayed because the City tried to slide a unpaid 2.5 million dollar bond in on the sale and Illinois AM Water caught it and delayed sale.

The near consensus appears to be that the current Mayor is on top of things and can do no wrong, so that is just the way that it is going to be until he ticks off the wrong mob of people and the tide shifts. This is how it works in GC, nothing new here.

I suppose that is right for the most part, but the new guy may get a longer leash because most people believe the last several mayors were so bad that they are tired of complaining. Look at the Mayor of Pontoon Beach, he has been around a while and he still has very few detractors. Some people can't reel off a list of reasons as to why they feel he has done a good job, just that he has and they may be right. Many people are clueless when voting on a state or national level, they don't all of a sudden become geniuses in county and or local elections.

The sale will still go down just delayed. Until bond is paid off. Was told this by an employee at the Treatment Plant. Hope this doesn't go against the hush hush you cannot talk about the City paper they had to sign. But hey if sale goes thru they won't be City employees any longer.

Those pesky nondisclosure agreements / contracts are almost always drawn up to prevent some nasty truth from being exposed. They are a guarantee of nothing, not even trying to cover up 2.5 million dollars of debt that someone tried to hide prior to the sale of our antiquated sewer system. Does anyone know the final sale price???

Treatment Plant was not antiquated ,the sewer system was antiquated the plant was in line for many updates but City officials needed money to bail them out of police and fire pension funds so they sold the only thing worth anything. So they sold a tax payer funded asset without tax payer approval. Problem being is this is not near enough to bail them out. Just to buy time til this administration moves on.
Not to mention that they sold the hard
Believe sale price was to be 85 million range.
Sadly the guys that work out there have had their pensions froze because of sale. Some of these workers were close to retirement and now the ones close to retirement have to start all over knowing that they will not be there long enough to get fully vested in another pension.
Shameful. But hey what a great job this administration is doing though ....

If even half of $85 million is invested properly, the ROI would be enough to pay a major portion of the pension payment. I believe when the previous administration sold bonds, the payment was said to be around $5 million a year so it that's true, this sale will fix that problem and maybe even leave a few bucks in the bank for a rainy day.

Also, aren't all the guys in the plant going to work for IL American like they did when Alton sold their plant? If so, they may make more than they made here and can contribute to a 401 K like most of us had to do for retirement.

Do we know how many people work at the plant? I would hope the savings to the city in salaries, benefits, etc would be a good revenue stream for the city if there are enough workers.

They need to see if their city pension can roll over to a 401 k. The Illinois pension funds can't sustain forever and will someday be a thing of the past as government pushes individual plans

If this sale results in the loss of pensions, especially to those who were near the finish line, I'd be singing like g-damned songbird about the shady part of this sale that included WHO was trying to hide WHAT about the $2.5 million. This is not the first time I've heard about employees among others being forced to sign "keep your mouth shut or else" papers over other shady crap going down.

Who knows who might have copies, digital or otherwise. Is something like that even legal?

So are they part of a state plan? If so, I think you're correct. They could take any contributions out and pay the tax penalty and reinvest in a private plan.

I had no idea the plant had that many employees. I guess in the big picture it's a very big operation though. Hopefully they do well with the new owners and get even better wages and benefits.

Illinois Municipality Retirement Fund.
Non-transferable. Big penalty if pulled out before 59.5 years of age or 35 years in.
