So are they part of a state plan? If so, I think you're correct. They could take any contributions out and pay the tax penalty and reinvest in a private plan.

I had no idea the plant had that many employees. I guess in the big picture it's a very big operation though. Hopefully they do well with the new owners and get even better wages and benefits.
