Start gathering evidence. Video your dogs during these times. Video the neighbors if you can to show who, where and when it is taking place.
Paper trails by way of call logs and complaint forms you have filed and yes even video the police coming to the scene. The more evidence along with consistency on your part or whomever, the better for you to get a judge to order it stopped. Also, God Forbid, should your dog or dogs die or develop other problems as a result, you may get compensated and the guilty punished.
I'm sure you knew all of this but in case someone else didn't.
