I've been preaching this for years. Most cities that share boundaries with a township could perform the services for half the cost. I was told that Pontoon pays the Nameoki Township some type of fee mandated by the state (about $100,000) and then still has to pay for the "road services" they perform. I'm sure Granite City has something similar.
