I might be wrong but I think the St Louis Police Department hires at lower wages and in St. Louis they have a very dangerous job. Granite's police has an element of patronage good old boy hiring .in place meaning higher wages with a much less dangerous job. Going to someone's house telling them they have to move because of some crime ordinance, currently on its way to Federal Court, is a lot different than dealing with a gun battle in North St. Louis.
