Currently the Free State Army gets free healthcare via Medicaid or by visiting the local ERs where they walk away paying nothing. So, by throwing some defense money at health care, perhaps the money could be better spent on cancer research or other ways to provide better cures at cheaper prices. Throwing money every time there is a regime change in the third world countries really isn't always productive...consider the Vietnam mess...
