Well when one refers to Chicago they generally mean Chicago land instead of the exact City limits. Those collar counties soak up funding like a sponge but, according to the so called liberal computations those areas are considered downstate when they are pumping their agenda.
Edgar is famous for his "Edgar Ramp" that was the first step in the pension crisis we are now in. I think I would rather have Madigan as Governor than Edgar.
