But hey it's no big deal. Downstate will by hook or crook will just get less sent back to it so more can be sent to Chicago and with the teachers now on strike be prepared for another school funding bill that will send more to the Chicago schools at the expense of downstate funding. Naturally then downstate's property taxes will be hiked again but after all, the free state army doesn't worry about taxes...they just vote for more goodies and we all know how that has worked out in the past.
