The Chouteau Island failure was an agricultural levee, not part of the federal levee system. The island is still flooded, as no opportunity to repair it has presented itself I will assume it is still breached.
Sara- Code Red is the only comprehensive notification system available to residents that covers all the bases, tornado sirens being the only exception that I'm aware of.
I have confidence in the levee system, but this is a high risk environment because of the population density; if a bad outcome presents itself, it's hard to get people out out. This is why we preach levee awareness.
I have one exception: earthquakes. If we're above floodstage, and the earth shakes even a minimal amount grab the kids and get to the bluffs. You can always get back in if it turned out ok.
