I'll go with the fact that after two years, the AG should go through every paragraph of that report along with the Deputy AG and their staffs.
Two years of testimony shouldn't be blinked at before sending forward.
I'd bet my existence at GCG that if there was something meaty in the report, it would have been leaked by now. Mueller is no longer under any bond of confidentiality.
They need to finish it and move on. If they can hang Hillary with the documents, so be it. That's just a bonus.
