It IS embarrassing. This is "low-hanging fruit", and an easy fix, if you care and pay attention to the little things.
It is disappointing to see such piss poor management of what has the potential to become a pretty good melting pot in the area.
I used to have optimism, but the more and more I dig into and observe "the beast"...I am not so sure anymore.
The parasites are dug in too deep and it would take ENOURMOUS social capital to get any movement around here. Social capital that most people who would ACTUALLY be good for the people of this town do no have (because we don't run in the right crowd).
I don't blame them for not evolving, have they REALLY had to? Have we really made them sweat?
Back to the lights...I am not surprised that we cant even find out something so simple as to who owns the traffic lights in the Democratic People's Republic of Illinois at Madiganistan...its what the DNC does.
They'd eff up minute rice.
Back to my original question though, does anyone have a DEFINITIVE answer?
