Your post is very well thought out and on target regarding the need for bedrock investment. Granite was, in the past, home to many types of bedrock investments but they left. There are many causes that can be pointed to but one of the largest one concerns the Madison County Illinois plaintiff friendly court system and the related workman's compensation and liability insurance costs.
Madison County, often referred to as a judicial hellhole, has some of the highest, if not the highest, workman's compensation insurance rates in the nation with similar liability insurance rates.
Taxes are another issue regarding Illinois as a whole as well as Granite City. Illinois is populated with a large assortment of the free stuff army types that multiply not only within the current population but includes another element being Illinois is a targeted sanctuary State for illegal immigrants for assorted giveaways provided for these people. Illinois can not pay its exciting liabilities yet continues to increase spending on new vote buying feel good projects that work quite well based upon election results.
I don't think these issues can ever be solved based upon the overall Illinois electorate base.
The future fir Illinois, that is almost here, will be a welfare State that will trade electoral votes for more welfare while the politicians become the royalty class within the State.
This is obviously the will of the people because the people causing the morass continue to be re-elected.
Incidentally Indiana was given a AAA credit rating the other day...meanwhile Illinois is borderline junk once again.
