When its 85 plus my dogs get ten minutes max outside before im herding them back in. I have a fenced in yard and they still spend less than an hour outside on most days. The only thing worse than chaining a dog up is to just let them run loose. Every time i see a dog that has been hit by a car i just want to strangle the owner. I would love to see them fined. Ive heard all the excuses, but what it amounts to is that in too many cases the dog is smarter than the owner. It is NEVER the dogs fault when it is running the neighborhood, it is the fault of lazy careless owners.
Ive contacted Chris more than once over the years with animal calls, and he has always been very helpful. I think the mayor is an animal lover too. Those of us that care sometimes have to be these animals voice.
