Well it has been in trouble for about 20 years. It is just now that there is a free fall in progress.
Really not at all surprising when you have liberals in charge (most of the county as well) of both government and school districts.
Surprised about the poverty rate? I'm not. Liberal run cities hit citizens with a number of exorbitant ordinances designed to nickel and dime people. School districts think by tapping more taxpayer money to throw at their failing systems will fix the problem when it has just been making it worse for decades.
There should be NO surprise in what is going on. It happened to E St Louis, Venice, and Madison a couple decades ago. Now it is occurring here.
