Completely un-enforcable. Remember several years ago when the sewer district folks were banging on the doors of people to see how their sump pumps were hooked up and if they were dumping washing machine water into the sewers?
I can't remember if it was just the Special Sewer District or the entire Sewer District. But anyway they told the residents that these inspections where mandatory and people let them in under the threat of being fined an enormous amount of money for each day they were in violation of some ordinance or rule they were citing in the letter that preceded their visit to people's homes.
Come in my house to look at my plumbing? Not without a court order.
Needless to say, those inspections didn't last long.
Crooked idiots ALWAYS looking for a way to make an extra buck to fund the salaries of their hand-picked family and friends and their own self generated pay raises.
Yeah, I'd pay for a UNIONIZED plumber, selected from their "special list of approved inspectors" to come look at my spigots...yeah I would, about ten minutes after hell froze over.
