    Again, I know what you're saying, but my question is how can you write any law to keep it from being abused. A cop who writes a ticket for flipping a cigarette is abusing the litter law (unless he flips it in a forest during dry season or something)just like your cousin is abusing the law. Is there a law against abusing the law? There should be. I know you usually get a grace period, or whatever you call it, for speeding, but I guess you could get a nice fine for doing 37 in a 35 if you get pulled over by one those abusers. My whole point was that it sounds like you're complaining about the laws when you should be complaining about the abuse of the laws.
