I think some people that opt out might be sorry they did...You can't just opt out and then get right back in when you see everyone getting a discount...You will have a waiting period (sometimes up to a year) and a fee to pay if you want back in....I'll take the discount and if I am ever unsatified then I will opt out at that time which you can always do...
I have really looked into it and read reviews on other cities that have had it for awhile...
