I believe the term is "unreasonable search" and searching everybody rather than the most likely candidates doesn't make it more reasonable. But, in answer to your question, all American Citizens should enjoy the same protections. But we should be more careful who we allow to become citizens, and make it harder for illegal aliens to "fake" being legal citizens. But that's a whole new debate.
