Those numbers don't surprise me. Companies can pack up leave to another state, be bought and sold and reopen non-union. Much more difficult to organize in recent years than before. Workers have to endure companies intimidation and face to face meeting, not saying unions can't be intimidating as well.
States on the other hand do not necessarily have these options. However, if a state is in such a financial pickle, they can request to renegotiate the contract and if talks breakdown and federal mediator is brought in. Wonder why Wisconsin has not done this? Why have they taken the position: This is how is, this is how it's going to be. Don't like it...talk it over with my personal police force errr I mean the National Guard.
