For Pete’s sake! That department, (US Department of Homeland Security) was just formed in 2003, after the 9/11 attacks, so NO, it has not always been tasked with border security.
It is basically a large consolidated umbrella containing 22 executive branch agencies which all fall under executive control.
They answer to the President of the United States.
The policy that this department follows is that of the President.
Stop trying to lecture without researching first.
