My concern came back to your statement that running the pump did not develop any oil pressure on the gauge. I believe that would be a sign that something was left out or loose, maybe one of the gallery plugs.
Which engine is this? On the 6-cylinders there are a whole slew of plugs down the outside of the block. If one of them were missing you should see a lot of oil on the outside of the block. There are also larger gallery plugs on the ends of the main horizontal gallery. Those gallery plugs are sort-of hidden by the front and rear engine plates. If they were missing you may not know for a while as oil could be leaking back down into the pan behind one of the plates.
If the oil pump was not secured tightly to the inside of the block the resulting gap may allow the pump to fill the gallery but not develop any pressure.
A worst case scenario would be that somehow a main bearing shell was omitted during reassembly but I cannot image that would go unnoticed. (Hey... what's this extra bearing shell doing on the bench?)
The fact that you have no oil to the rocker gear at this stage is probably because the pump is not developing pressure and not an issue in its own right. The oil has to be supplied to/through the rear cam journal where it is sort of metered to the head by some cross drillings. Until you have pressure on the bottom end the oil will not reach the rockers.
Sorry I couldn't think of an easy fix or simple item to check.
