If your Chromebook was really in sleep mode when you use "shut down," you wouldn't need to sign in with your password when you open the lid afterward.

As far as the "ON" button goes, a lot of things on computers are redundant. Sometimes my Chromebook will not turn on when I lift the lid after previously using "Shut Down," and I then use the ON button to turn it on or close the lid and reopen it again.
