How does one make insurance "mandatory"? I understand mandatory car insurance laws. If you are CAUGHT driving with out insurance, you may pay a cash penalty in the manner of a fine, in certain circumstances you may be jailed, and or you might have your driving privileges suspended. What are the penalties for failing to purchase health insurance? Denial of care at the ER door? I doubt it. Look at any socialized medical system in the world, they don't work. Either care is rationed or care is substandard or both. Grandma gets dialyzed in this country no matter how sick or how old. And she gets it as soon as she needs it. It just isn't going to happen that way in the future should we go down the "government (read taxpayer) pays everything" route. Look for "all insurance companies" to reimburse at the pathetically low Medicare/Medicaid rate we now suffer with. That rate will not sustain anyone's salary.
