To be honest, I'm not exactly sure. I definitely know that it's very hard to get a Florida rotation if your not at Nova, and it's probably true vice versa as you stated. However, I believe nova students shared other state rotations, ie Texas, Ohio, DC etc. I'd wait for a NOVA student (2nd year) reply for a more definitive answer. Although when you get into asking which program prepares you most, it's very hard to answer. If you attend nova, it's all you are familiar with so how can you compare programs? Same is true at all programs - that's why most people think the program they attend is the best. I would just apply right now, see if you get an interview, THEN make the decision if you want to attend the program. Otherwise you have no option at the end of the day
