I have four sets of the SS ships and all have the same old tanker model (4.5 in. long x 11/16 wide). Looks like SS may have changed the model in their sets. A previous owner of one set incorrectly id'd No.13 as MANZYU MARU. Your model does not appear to have been modified, as by a collector.
I agree with your conclusions but the funnel is definitely in the wrong position.

This is the only Japanese operated tanker I could find with the correct funnel location. In doing further research on this vessel it was built in Ireland as the CORABANK in 1931-32. The vessel was sold to a Japanese Shipping Co. in 1937 and renamed RIKKO MARU. This vessel was slightly larger and heavier than the SAN CLEMENTE or SAN DIEGO MARU types
