At bats should remain our threshold as should games started and games relieved.
Neither the current draft order or draft pick lottery as postulated (see more below) should be the law. I do not fault teams for tanking because the rules have created that incentive. Similarly a reverse order weighted lottery will do little to persuade a team not to tank.
Of the teams that do not make the playoffs, the team with the most wins receives the 1st pick in the draft and accordingly in descending order. For the teams that make the playoffs the first teams eliminated from the playoffs will receive the next highest draft position and accordingly in ascending order of advancement in the playoffs.
To further create competition I propose that we enter into the era of meaningful Free Agency and a Free Agency Cash System that is purely random and exclusively for the purchase of free agents. An open lottery would distribute the cash that is used to purchase free agents. Each team will randomly receive X amount of dollars from the lottery to be used in FA. Each team is at risk to lose X number of free agents each year or none. Each team will receive cash to purchase free agent(s) and/or retain their own. It will be up to you if you want to retain your own FA or attempt to sign other players.
And if a majority feels that we are not starting on a level playing field for a revamped system, we can always start with a total redraft of the league.
