Jerry, this is normal when lever is not secured in the trigger plate by the screw. First take a rubber mallow and tap the lever flush with the receiver. Turn the receiver upside down, make sure the main spring is seated. I drill an 1/8" hole in inside the bottom of the stock, behind the left sideplate. 5/16 up from the plate inletting and 5/16 in from the front where in butt to the receiver. I put the receiver on the stock and trigger plate on with screws snug, but not tight, don't put the sideplates on yet. Turn it upside down. I use an Allen or torx bit in a small short handle. Insert that in the hole you drilled, and push the top lever shaft. You will see it snap or seat in the hole in the trigger plate. Then screw in the 4-40 screw. I've done this enough times that I can assemble the entire receiver without the stock. Email me and I can send pictures so this all makes sense. Good luck!
