In answer to your question, a customer could order an extra set of barrels with an extra forearm, or he could order an extra set of barrels where both sets utilized one forearm. Additional forearms were priced separately from the cost of the additional barrel set, therefore Hunter only supplied two forearms if the additional forearm was ordered and paid for by the customer. This fact is why you will see some two barrel sets with only one forearm and others with a forearm fitted to each barrel set.
