In late 1991, Billboard changed how they determined radio station playlists. They were now computer-based on what the radio stations were ACTUALLY playing instead of reported playlists. R&R didn't follow suit until they heavily revamped their playlists in April 1994.
Case in point, I read every B96 playlist from 1992 on both R&R & Billboard and there were some songs I saw on the Billboard playlists that I DIDN'T see on the playlists on R&R. Such songs included Robert Owens' "I'll Be Your Friend" and the 1991 remix of Berlin's "Take My Breath Away". I was a 90s child during B96's killer bee/party radio days but I remember full well that B96 played those two songs during the daytime.
