Just did a quick look at their coverage maps. Appears very possible they are both at 95.9. The two translators are separated by some distance, one further to the west and one closer to Evanston. The translators do not have to actually have their towers in the city of license, they just have to be within the 2mv/m coverage of the primary AM signal or within a 25 mile radius. In theory, the two translators could be 50 miles apart and licensed to the same town. At such a low power it is very possible they both exist. Translators do not need to put a city grade signal over their city of license like a regular FM facility.
