Weighing in for one quick post because I remember so well this study. I actually think you're correct in that these copies were used to level desks in some of the offices or provide a good base in the drawers for the cookies and luchables. There were a couple of things from the report that were acted on albeit many years after the report was submitted. The street department leader is now by appointment as opposed to election. I remember so well the battles between Jug Harrison and Danny Partney. Also the council has been reduced to five wards from the old seven. However, that led to no savings because instead of putting the salaries of four aldermen in the bank, they gave themselves a raise and now each of the ten aldermen make $8,000 each a year for whatever they do. I'd also be willing to bet that if someone went to the meetings and questioned the report, answers would be vague because none of the council members were there when this report came out, nor was they mayor. One more bet is that during the spring election, all incumbents will retain their seats. We'll have a couple new school board members because two incumbents aren't running. I'm not sure how many, if any aldermanic seats are up for grabs and of course, who even knows who's running for park district. I had seen a copy of the Mehlville study years ago but had forgotten much of it. Thanks for posting it.
