Evidently, in your opinion it was not "groundbreaking", but in the eyes of those in power at the time it was freaking seismic! Are you serious? Get rid of the City Treasurer? Abolish the GC Township? Make the Clerk's position an appointment? "There are few, if any, controls or guidelines concerning nepotism? Per local newspaper over 20% of Township employees related to Supervisor or Assessor and over 35% related to City or Township employees, numerous city employees appear related to elected officials, relatives of city employees have been hired in absence of job requirements." Within thirty seconds of skimming through the recommendations of the Melville Study I am sure there was an emergency meeting to decide if this thing went straight to the incinerator or behind the hot water tank in the basement. Don't touch my money! Don't touch my family's money! Your comment could almost be construed as you minimizing what the study was telling those who the taxpayers voted for and trusted. What are the chances anyone outside of the inner city hall circle ever laid eyes on this?
